BC's route for experienced business owners or senior managers who will buy or start and actively run a business in BC. Registrants are scored, invited to apply, then get a work permit and a performance agreement before nomination. It suits people with CAD 600,000 in net worth and CAD 200,000 to invest.

How candidates are selected

Registration scored on human capital (experience, education, language) and economic factors (business viability and benefit to BC). BC invites registrants in rounds by minimum score; business concept is reviewed within about 6 weeks, and the pool lasts about 6 months. In 2026 Base rounds invited 7 to 15 people each.

Location requirement: Business in BC and active management; no community referral for Base.

Processing: BC says registration scoring takes about 6 weeks and each application stage about 4 months; request for review about 6 months. The process is multi-year because a work permit and the performance agreement come before nomination.
