Quebec selection route for temporary workers with two years of full-time skilled work in Quebec. French is oral level 7 only (no written requirement). Jobs in TEER 4 or 5 do not count.
Who it suits
- Foreign workers already employed full-time in Quebec in TEER 0-3 jobs
- Holders of working-holiday, young professionals or International Co-op permits with qualifying Quebec work
Requirements
- WindowApplications are received in Arrima from 2026-07-02 08:30 (Montreal time) to 2026-10-31. Applicants must have had at least 2 years of qualifying Quebec work experience in TEER 0, 1, 2 or 3 as of 2025-11-19. No cap during the window. ↗ quebec.ca
- Work experiencePaid, legal, full-time work (at least 30 hours a week) in Quebec in a TEER 0-3 job, for at least 24 of the 36 months before applying, and a qualifying job held at the time of applying. Part-time work does not count. ↗ quebec.ca
- LanguageOral French level 7 on the Quebec scale (no written level required). Spouse who accompanies: oral level 4. ↗ quebec.ca
- StatusLegally in Quebec as a temporary foreign worker or on a youth exchange permit. Workers who had to leave when a permit expired can apply if they are back in Quebec with a valid work permit and a qualifying full-time job. ↗ quebec.ca
- GeneralAge 18 or older, intention to settle in Quebec for a job (not with a business you control), commitment to support yourself for three months after PR. ↗ quebec.ca
How candidates are selected
Not a points system or invitation draw: eligible people submit a selection application during the intake window and are assessed against the conditions.
Location requirement: must work in Quebec; qualifying job must be held when applying
Processing: Quebec publishes no fixed processing time for the CSQ step on the pages checked; the ministry dropped its six-month commitment for PEQ files received during the 2026 intake. After the CSQ, a federal PR application follows.
