Ontario closed eight streams on 2026-06-26 (three Employer Job Offer streams, Masters Graduate, PhD Graduate, and the Express Entry Human Capital Priorities, French-speaking Skilled Worker and Skilled Trades streams) and replaced them with the Ontario Workforce Priority stream. The EOI portal for the new stream opened 2026-08-04. The OINP page says it is the only active stream and that more changes are coming.

How the province selects

Points-based Expression of Interest (EOI) for the Workforce Priority stream; candidates are tied to an employer job offer (or are self-employed physicians) and the province invites highest-scoring profiles in draws.

Key facts

  • Workforce Priority language minimums: CLB 6 (TEER 0-3 non-trades), CLB 5 (TEER 0-3 trades), CLB 4 (TEER 4-5), all four skills.
  • TEER 0-3 work experience: 6 consecutive months full-time within 12 months, or 2 years cumulative within 5 years in the same NOC (3 months for recent Ontario graduates). TEER 4-5: 9 months cumulative within the last 2 years.
  • Employer submits the job offer first; the candidate then has 30 calendar days to register an EOI. After an invitation the employer has 14 days and the candidate 17 days to apply.
  • Points factors named on the stream page include a job offer in a TEER 0-1 occupation, over 24 months in the offer position, wage of $40/hour or more, Northern Ontario location, and CLB 9+.
  • After nomination the candidate must apply to IRCC for permanent residence within 6 months.
  • The last published draws on the OINP invitations page are dated 2026-04-30; none are listed for the new stream yet.
