2026–2028 levels plan: 91,500 provincial nominee admissions in 2026

What the federal levels plan says about provincial programs, and why provinces publish so few allocation numbers.

The targets

The 2026–2028 Immigration Levels Plan sets a target of 91,500 admissions through the Provincial Nominee Program in 2026 (range 82,000–105,000), and 92,500 in each of 2027 and 2028. The economic class target for 2026 is 239,800.

Allocations

Each province receives a nomination allocation from IRCC, but IRCC does not publish the per-province numbers. Among provinces, we found 2026 figures stated on official pages for British Columbia (6,254), Alberta (6,603), Saskatchewan (4,761), Northwest Territories (300) and Yukon (282). See the PNP tracker.

Why it matters

Smaller allocations since 2025 have pushed provinces to narrow their streams — Ontario reduced its program to a single employer-driven stream, and Saskatchewan has held no Express Entry or Occupations In-Demand draw since September 2024.
